De to Verdenskrige samt den efterfølgende Kolde Krig er de begivenheder, der i Vesten former forståelsen af verdensordenen. Men i restens øjne er det slaget ved Tsushimastrædet i 1905, der er forståelsesrammen, og selvfølgelig livet som kolonialismens undertrykte, samt de Vestlige magters opdeling af verden efter 1. Verdenskrig. Det er på tide, vi forsøger at forene de to perspektiver.
Indfødte kan på ingen måde holde stat. Altså set med klassiske kolonialistiske øjne. ”These people have no sense of peace”, siger Susan, i Chimamanda Ngozi Adichies Half of a Yellow Sun. Det er en roman, men bygger på begivenhederne efter Nigerias afkolonialisering i 1960, der førte til Biafrakrigen 1967-1970. Adichie mistede begge sine bedstefædre i krigen, og voksede op, som hun fortæller, i skyggen af den.
Susan er Briten, der introducerer Richard til Nigeria, en gentleman, som straks falder for landet og befolkningen. Han planlægger at skrive en bog om den 3000 år gamle Igbo-Ukwu-kunst, men ender som presserådgiver for den nyslåede stat, Biafra, hvor han forsøger at korrigere den udenlandske presses fejlopfattelser. Konflikterne mellem Nigerias stammer er ikke ældgammel, skriver Richard på et tidspunkt, men blev i første omgang ansporet af Briterne selv efter 2. Verdenskrig, hvor de beskyldte Igboerne for at organisere strejker. Igboerne, som Briterne i øvrigt fortrinsvist brugte i administrationen af landet, og som derfor var bedre uddannet end de øvrige befolkningsgrupper.
Kolonialisme-teknik
Flere af vestens mest prominente tænkere uanset politisk observans, såsom Georg Wilhelm Friedrich Hegel, Karl Marx og John Stuartt Mill, så i sin tid resten af verdens befolkninger, det vil sige ikke-europæere, som ganske uegnede til at lede sig selv. En opfattelse, der muligvis forhindrede os i at lytte tilstrækkeligt, analysere situationen bedre og forstå, hvad der egentlig var i gærde i kolonierne i det 19. århundrede.
Briternes brug af fortrinsvis én befolkningsgruppe i administrationen af Nigeria er analog til deres færd i Indien, hvor det var Sikher, Hinduer og Parsier, som frem for de muslimske befolkningsgrupper fik fordelene. Og det følger tyskernes mønster i Rwanda, som belgierne overtog, og som i 1990’erne tegnede skelet mellem hutuer og tutsier, da førstnævnte forsøgte at udradere tutsierne, der netop havde været kolonimagternes foretrukne. Dermed kan det hævdes at være en del af kolonialismens teknikker at spille de lokale stammer og befolkningsgrupper ud mod hinanden.

En anden væsentlig teknik i moderne kolonialisme var indførelsen af ”fri handel”. Kineserne eksporterede i slutningen af 1700-tallet langt mere til Briterne, end de importerede. Og Englænderne så således deres dyrebare sølv forsvinde ned i de kinesiske skattekister, hvorfor de besluttede sig at indføre en anden valuta: Opium, og ”mass Chinese intoxication became central to British foreign policy”, skriver Pankaj Mishra i From the Ruins of Empire.
I begyndelsen af 1800-tallet forsøgte kineserne som modsvar at forbyde import og produktion, samt rygning af opium. Briterne svarede igen med kanonbåde og tvang kineserne til at genåbne deres havne for handel. Og ikke nok med det, Kineserne måtte også betale kompensation og de afstod Hong Kong.
Ydmygelsen var enorm for det engang så stolte rige i midten, og de er formodentlig først ved at komme sig over den i dag, hvor det er Vesten (og afrikanerne), der oplever at blive købt af kinesiske investorer.
Kinesernes fortrædeligheder var som bekendt ikke ovre med opiumskrigen, hvilket jeg skal vende tilbage til. Historien om Indien er vel forholdsvis kendt. Det var her englænderne, ifølge Ghandi, pålagde de lokale urimelige skatter, ødelagde lokale håndværkstraditioner og dyrkede det meste af den opium, kineserne røg. Og lignende ting fandt sted i Persien og Egypten.
Egypten
I Egypten allierede vicekongen Mohammed Ali (1789-1849) sig med franskmændene, beslaglagde den gamle elites og de muslimske institutioners jorder og gjorde Egypten til verdens førende bomuldseksportør. Kairo blev den muslimske verdens økonomiske og kulturelle magtcenter og Ali blev selvsagt stenrig ved hjælp af sin alliance med imperialisterne.
Det er et mønster, man vel først så brudt, da Hosni Mubarak (født 1928) måtte træde tilbage under det arabiske forår i 2010, men som efter et demokratisk, men uheldigt valg, blev genindført, da amerikanerne valgte at støtte diktatoren Abdel Fattah el-Sisi (født 1954) til fordel for antidemokraten og islamisten Mohamed Mursi (født 1951) fra det Muslimske Broderskab. Og således er alt ved det gamle.
Persien
I 1872 forhindrede russerne en brite i fuldstændig at overtage Persien. Shahen havde lovet Baron Reuter (grundlæggeren af Reuters Bureau) monopol på konstruktion af jernbaner, fabrikker, dæmninger og miner. Altså enhver vigtig investering i landets modernisering var lovet bort til en udlænding. Men at en Brite skulle få så megen magt ville rykke for meget ved den europæiske balance, mente altså Russerne, som korrigerede en smule. Reuter fik dog andre lukrative aftaler, da Shahen havde brug for penge til at betale landets gæld med.
En anden Brite fik monopol på køb, salg og eksport af tobaksvarer i Persien, hvilket ruinerede Persiens mange tobaksbønder og handlende og førte til tobaksrevolutionen i 1891. Som i øvrigt dengang ikke revolutionerede noget som helst, men det gjorde den dengang 9-årige Mohammed Mossadegh skeptisk overfor udenlandsk kapital. Og da han i 1951 blev Irans første folkevalgte præsident nationaliserede han derfor olieindustrien, hvilket førte til, at amerikanerne fjernede ham i 1953 og genindsatte Shahen. Begivenheder som senere skulle føde Khomeineis Islamiske Revolution i 1979, hvor det præstestyrede diktatur blev indført. Først med støtte og begejstring fra sekulære og marxistiske intellektuelle og iranske feminister, senere til deres fortrydelse.
Søjlerne illustrerer hvor meget af verden Europas nationer rent faktisk har haft kontrol over. Fra Niall Fergusons “Civilisation. Vesten og Resten.” Cepos 2014.
Langt tidligere, havde Al-Afghani (1838-1897), som vi skal høre mere om senere, advaret mod Shahens politik, som han mente ville føre perserne ud i trældom, som man havde set i Egypten og Indien. Han talte om et demokratisk islam – og der var støtte til ham fra shiitiske nationalister, reformvenlige intellektuelle og bazaarens købmænd. Shahen jog al-Afghani på porten og demokratisk islam blev som bekendt ikke til noget.
Selvfølgelig er det idiotisk at brænde amerikanske flag af i Teherans gader, men der er altså grunde til, at ayatollaherne kan opvigle dele af Irans befolkning på den måde og holde de reformvenlige i stramme tøjler.
Imperialismens kopernikanske vending
Imperialisterne overtog ganske enkelte de erobrede landes økonomier. I de tidlige stadier gennem plyndringer og senere gennem alliancer og aftaler med lokale opportunister, eliter og despoter. Det er, som Mishra skriver, »Not surprisingly, merchants, weavers and artisans in the bazaars of Cairo and Najaf, who perceived a direct threat from European businessmen and free traders, were at the forefront of anti-Western movements in the late nineteenth century.«
Jeg har nævnt Tobaksrevolutionen, men der var masser af protester i kolonierne. Allerede i 1803 erklærede muslimske teologer jihad mod englænderne og de gjorde det igen i 1826. Og der var Boxeropstanden i Kina fra 1899-1901, jævnlige stammeoptøjer i det østlige og centrale Indien, der var Mahdirevolten mellem 1882 og 1885 i Sudan (mod egypterne), Urabirevolten i Egypten i 1882.
Men vendepunktet kom, ifølge Mishra, i maj 1905 da japanerne besejrede russerne i slaget i Tsushimastrædet. Det gav resten håb om at Vesten en dag ville kunne overvindes.
»For most people in Europe and America, the history of the twentieth century is still largely defined by the two world wars and the long nuclear stand-off with Soviet Communism. But it is now clearer that the central event of the last century for the vast majority of the world´s population was the intellectual and political awakening of Asia and its emergence of the ruins of both Asian and European empires. To acknowledge this is to understand the world not only as it exists today, but also how it is continuing to be remade not so much in the image of the West as in accordance with the aspirations and longings of former subject peoples.«

I Sydkorea er det forholdsvist normalt at få ændret øjenformen og rettet lidt på næsen og hagen, angiveligt for at komme til se mere “vestligt” ud. Det siges – vel nok en kende overdrevet – at ikke en studievært, film- eller K-pop-stjerne i det fashionable Gangnamkvarter kan undgå kniven og holde sig på toppen.
At den fattige bonde eller arbejdstager – og den intellektuelle – i Afrika, Asien og Mellemøsten kunne have et ganske andet perspektiv på historien end det, jeg har fra skolen, dæmrede svagt for mig i tiden efter 11. september 2001, men først for alvor, da jeg læste Kishore Mahbubanis The Great Convergence. Og endelig mejsler Pankaj Mishra ”de andres” perspektiv ud i granit med From the Ruins of Empire.
Som nævnt, skriver Mishra, at den afgørende begivenhed set med Restens øjne var slaget ved Tsushima. Det var første gang siden Middelalderen, at en vestlig europæisk nation blev besejret i et større vigtigt slag og telegraflinjerne var glødende med informationer om denne skelsættende begivenhed.
I Sydafrika vejrede den dengang ukendte advokat, Mohathma Ghandi (1869-1948) forårets komme og så frem til de frugter, verdens undertrykte i fremtiden måtte kunne høste på baggrund af japanernes sejr. Jawaharlal Nehru (1889-1964), Indiens senere landsfader, fantaserede om, hvordan hans Indien og Asien som helhed kunne befri sig fra europæisk trældom.
En ung ottomansk soldat, Mustafa Kemal, gik rundt i Damaskus og ønskede brændende at reformere og styrke det Ottomanske Rige mod Vestens trusler. Han blev senere kendt som det moderne Tyrkiets grundlægger under navnet Kemal Atatürk (1881-1938).
Og den kinesiske nationalist Sun Yat-sen (1866-1925) befandt sig i London på tidspunktet og var ligeledes begejstret. Han blev senere den første folkevalgte præsident i Kina (1912). På vej hjem blev han lykønsket af Suezkanalens arabiske havnearbejdere, da de forvekslede ham med en japaner.
Liang Qichao (og lidt om Ho Chi Mihn)
Det kan ikke undre, at kinesiske intellektuelle over en bred kam var forargede og bekymrede over englændernes behandling af det gamle stolte kejserrige. Liang Qichao (1872-1929) var en af dem. Nationalist var han, og efter at have set, hvordan kineserne i USA opførte sig – med landsby- eller mafiøs klan-attitude – konkluderede han, at kineserne ikke var egnede til demokrati og selvstyre. (Mishra 2013:170).
Liang oplevede det amerikanske demokrati som dybt uretfærdigt. Han så et styre, der tilgodeså omkring 200.000 af sine indbyggere, som ejede 70% af landets ressourcer. (Mishra 2013:171). Liang var ikke kommunist – og det mente han heller ikke resten af Kinas befolkning egnede sig til at være. Kineserne skulle nationaliseres og for at genvinde fortidens styrke skulle de industrialiseres og det gennem en nøje statsreguleret kapitalisme. Formodentlig ikke ulig, den måde kineserne styres på i dag – men nok ikke helt så ideelt som Liang ønskede sig. (cf. Mishra 2013:177).
I USA lærte Liang Woodrow Wilsons idéer at kende, ham som efter 1ste Verdenskrig foreslog Folkeforbundet, som efter 2nden Verdenskrig skulle manifestere sig som Forenede Nationer. Men Wilson chokerede Liang og fik ham til at indse at Vesten var ustoppelig i sin grådighed og ekspansionisme.
I sit 5-bindsværk om det amerikanske folks historie fra 1901, beskrev Wilson Philippinerne som ”the new frontiers.” Og Præsident Roosevelt erklærede i en tale i 1902 i San Francisco, mens Liang var i landet, at han, når han stod foran Stillehavet ved USA’s grænse, fandt det uforståeligt, at man kunne være andet end ekspansionist. (Mishra 2013:171f).
Asiatiske turister består ikke længere af busser fyldt med japanske turister, de ligner i højere grad europæere og amerikanere på jagt efter oplevelser. I 1911 kom den nationalistiske revolutionen til Kina ledet af Guomindang med Sun Yat-sen i spidsen. Byboerne flagede med det nye nationalistflag og klædte sig i habit – vestens klædedragt. Sun blev også vinder af landets første frie valg i 1912. Men med revolutioner følger intriger og en general fra revolutionen – Yuan Shikai – kuppede partiet, sendte Sun Yat-sen i eksil – på Taiwan, hvor Guomindang-partiet den dag i dag er det førende parti – og gjorde en modvillig Liang til justitsminister.
Yuans regering overtog et land i finansiel krise fra Qing-dynastiet og var derfor stadig særdeles sårbart over for Vestens ”frihandelspolitik”. Man måtte ud på lånemarkederne og inden længe sad kreditorernes mænd nærmest i den kinesiske regering, og da Kina opgav at betale sin gæld købte kreditorerne minerne og jernbanerne – med andre ord, de købte landet.
Også japanerne, som længe havde kopieret Vestens kolonialisme, var tilstede i Kina og krævede mere territorium, og i dette kaos af vestlige interessenter, japansk undertrykkelse, mafiastridigheder og krigsherrer voksede Mao Zedongs (1893-1976) generation op.
Omkring afslutningen af 1ste Verdenskrig forsøgte Liang ihærdigt at lempe Kina ind i det internationale økonomiske system. Og som en del af Versailles-forhandlingerne lykkedes det at få sendt en flok prominente arbejdere til Frankrig for at studere. Blandt disse var foruden Mao, Zhou Enlai (1898-1976) og Deng Xiaopeng (1904-1997). Deng var det, der efter Maos død åbnede for økonomiske reformer, og lagde fundamentet for det Kina vi kender i dag. Et autokratisk kapitalistisk system ikke ulig det, Liang mente var det rette for riget i midten.
I øvrigt stod en anden af forrige århundredes vigtigste mænd, Ho Chi Minh – den eneste, der har besejret amerikanerne – uden for Spejlsalen i Versailles og bankede på dørene til ”fredsforhandlingerne” efter 1ste Verdenskrig, mens de allierede delte verden i mellem sig. Ho Chi Minh måtte rejse tomhændet hjem, hvor han allierede sig med kommunismen i sit forsøg på at redde Vietnam ud af franskmændenes klør. Hvorfor stod han dér, Ho Chi Minh, jo fordi franskmændene med henvisning til idealerne frihed, lighed og broderskab havde indrulleret 100.000 vietnamesere i den franske hær mod til gengæld at give Vietnam selvstyre på et eller andet tidspunkt. (Mishra 2013:193). Det selvstyre måtte vietnameserne som bekendt kæmpe sig til.
Islams Luther, Jamed al-Din al Afghani
Al Afghani (1838-1897) blev nævnt ovenfor i forbindelse med tobaksrevolutionen i Iran i 1891. Han var en kontroversiel mand, som også blev smidt ud af Istanbul i 1871 og fra Egypten i 1879. Han står som Gudfader til den islamiske revolution, men han kunne lige så vel have stået fader til den islamiske reformation, som mange – heriblandt Niall Fergusons kone, Ayaan Hirsi Ali – efterlyser i dag.
Lige så ukendt al Afghani er i vesten lige så indflydelsesrig har han været i den muslimske verden, hvor hans anti-imperialistiske genrejsningstanker vandt gehør hos såvel venstreorienterede sekularister som hos pan-arabister, pan-islamister og salafister i så vidt forskellige lande som Egypten, Pakistan, Indien, Afghanistan og Malaysia.
Al-Afghani så uddannelse som årsagen til ulighederne mellem vesten og resten. I 1879 skrev han: ”don’t you know that the power of the westerners and their domination over you came about through their advance in learning and education, and your decline in those domains.” (Mishra 2013:59).
”The glorious milla [islamic people] was humiliated. All these things happened from lack of vigilance, laziness, working too little, and stupidity … Are we not going to take an example from the civilized nations? Let us cast a glance at the achievements of others. By effort they have achieved the final degree of knowledge and the peak of elevation. For us too all the means are ready, and there remains no obstacle to our progress. Only laziness, stupidity, and ignorance are obstacles to [our] advance.” (fra Mishra 2013:70).
Efter at have studeret den franske historiker Francois Guizot, der hævdede at protestantismen var afgørende i Europæisk historie, bekræftedes al Afghani i sit ønske om at revitalisere og reformere den islamiske kultur gennem en syntese med vestlig videnskab – og gerne med ham selv i rollen som Luther. (Mishra 2013: 83).
Men han var altså for radikal for datidens lokale muslimske magthavere og blev som nævnt smidt ud fra flere af de lande, han besøgte. Han angreb osmannerne for at være bagudskuende, madrasserne (koranskolerne) for at være bagstræberiske og forhindre nye erkendelser, han mente at Profetens Sharia var åben for revision. (Mishra 2013: 70 og 84).
Men ingen med magt lyttede og lige så langsomt blev han konfrontatorisk og mere og mere kritisk over for modernisering. Han slog sig på religiøst funderet nationalisme, på pan-arabisme – han ligefrem opfordrede til hellig krig. (Mishra 2013:89).
Rashid Rida tog al Afghanis pan-islamiske idéer til sig og inspirerede herigennem til dannelsen af Det muslimske broderskab, som Hassan al-Banna stiftede i 1928. Og heri finder vi Sayyed Qutb som måske islamismens væsentligste ideolog. Senere finder disse tanker vej til Afghanistan med Ayman al-Zawahiri, ham der skulle tage over efter Osama bin Laden.
Således går der en linje fra den mand, der ønskede at reformere islam og åbne den for vestlig videnskab og modernisering til Osama bin Laden, en mand der ville det absolut modsatte og som stod bag det værste terrorangreb mod Vesten nogensinde.
Konklusion
Hvad kan vi lære af Mishras historie fra kolonierne? Jeg er ikke i tvivl om, at arven fra Oplysningen er de vestlige værdier, og at det er dem velstanden og velfærden bygger på – for ikke at tale om ligheden, retssystemerne og de øvrige institutioner i demokratierne. Det er, som vi siger, denne arv, der udgør det moderne. Og det er vores forvaltning af den, der i forrige århundrede fik mange til at vende sig mod moderniteten. Undertrykkelse og modernitet er associerede fænomener for mange i den ikke-vestlige del af verden.
Konvergens? Kan hænde, at asiater gerne vil ligne vesterlændinge være hvide, have rundere øjne, men indflydelsen går begge veje. En ung asiat i en reklame for Hugo Boss – og billedet er taget på Kurfystendam i Berlin. I 2014 vandt den kineseren Liao Fan i øvrigt Sølvbjørnen for bedste mandlige skuespiller og Guldbjørnen gik til den film, “Black Coal, Thin Ice”, han spillede med i. Sølvbjørnen for bedste kvindelige skuespiller gik til Haru Kuroki fra Japan.
Der er heller ikke den store tvivl om, at det var de samme værdier, videnskaben, teknologien og industrialiseringen, der fik vestens filosoffer, forretningsmænd, politikere og folk i almindelighed til at føle sig kulturelt overlegne. Og al-Afghani gjorde klart opmærksom på, at det netop var disse fænomener, der i hans tid, der var årsag til følelsen af underlegenhed i de regioner og lande, han rejste i. Og det var først, da han ikke fandt ører for integrationen af disse moderne værdier i den islamiske kulturssfære, han vendte sig mod dem. Og ørerne fandt han ikke, fordi magthaverne i alliancer med imperialisterne havde det, som de gerne ville have det-
Mishra gør klart rede for, at vestens imperialister kom ridende med løfter om lighed, frihed og broderskab, men aldrig rigtig udbredte idealerne til folkene, men i højere grad blot udnyttede de fordele, de gav. Man mente ikke, at ”de andre” ville kunne forvalte idealerne og i stedet allierede man sig med eliterne i jagten på ressourcer og rigdomme, mens lokalbefolkningerne blev holdt fast i armod – og i de værste tilfælde, tvunget ud i armod. Det kan derfor ikke undre, eller det bør ikke undre, at vi i vesten mødes med en vis skepsis.
For mig er det med til at dæmpe frygten for Resten, fordi deres måde at agere på giver langt mere mening med Mishras perspektiv for øje. Det giver mening, at Iranerne vil have atomvåben. Fuldstændig som det gjorde for den legendariske politolog, Kenneth N. Waltz, som i artiklen Why Iran Should get the Bomb argumenterede for, at Iran ville slappe mere af, såfremt de fik atomvåben, sådan som f.eks. Maos Kina i sin tid blev mindre krigerisk, da de erhvervede sig bomben. Nu er der så indgået en aftale om Irans atomprogram, sanktionerne lempes og landet har mulighed for at melde sig ind i den internationale økonomi, og der er, som vi ved fra den grønne bevægelse i 2009, en stor del af befolkningen, der ønsker sig netop det – et normalt liv. Ikke sjældent er nutidens reformvenlige – skal vi tro Sahar Delijani – børn af de sekulære kræfter, hvis revolution blev stjålet af Ayatollaherne efter 1979. Og deres aspirationer ligner vores?

Det giver også langt bedre mening, at Kineserne virker så aggressive i havene syd for dem. De er nervøse for at Amerikanerne skal blokere tilgangen til deres havne, forklarer Jørgen Ørstrøm Møller til Mathias Terp i printudgaven af Ræson 03/15: ”Fra en kinesisk synsvinkel føler man sig stadigvæk betydelig usikkerhed. Man føler sig ubekvem ved at USA militært set ville være i stand til at blokere for skibsfarten til Kina.”
Og de giver pludselig uhyggelig god mening, når den Egyptiske feminist Mona Eltahawy, i ”Jomfruhinder og Hijab” antyder, at Saudi Arabien kan gøre lige, hvad de vil mod kvinder, så længe de bruger deres mange oliepenge på at købe våben i vesten. Måske vi skulle støtte feministiske kræfter i Mellemøsten, frem for vestlige våbenproducenter – det ville være mere i overensstemmelse med vores ligheds- og frihedsidealer.
Således er mønsteret på mange måder det samme efter Berlinmurens fald, som det var før. Frihed, lighed og broderskab er godt, men det er en god handel også. Men som billederne på denne blog viser, så er ikke alt Vesten mod Resten, der er også en fortælling om konvergens i gang, en fortælling om stadig større udveksling mellem folkene, ikke mindst pga. den voksende asiatiske middelklasse, som rejser længere og længere ud. Vi vesterlændinge bliver mere og mere eksotiske.

Dit indlæg får mig også til at tænke på Berlinkonferencen i 1885, hvor de europæiske lande fordelte det afrikanske kontinent mellem sig, ved at tegne nogle relativt arbitrære streger på et kort – landegrænser der den dag i dag i høj grad stadig eksisterer. Ikke så underligt, at afrikanske lande har haft svært ved at få fodfæste, når man tænker på at mange af dem startede sin eksistens ved at blive opfundet af en flok hvide mænd nogle tusinde kilometer.
