Kan borgerkrigen i Syrien føre til en atomaftale med Iran?

Kan konflikten i Syrien føre til en fredeligere verden? Det var tanken der opstod just efter, jeg den 20. september havde læst den iranske Præsident Hassan Rouhanis kronik i Washington Post. Den dag, sagde jeg ikke farvel til mine drenge, da de kørte i skole, derimod sendte jeg dem af sted med en bemærkning om, at de måske ville komme til at leve deres voksenliv en fredelig verden. Men hvad skal der til for at konflikten i Syrien kan føre til et forbedret internationalt samfund og en holdbar global fred? Til en begyndelse peger Rouhani på tre afgørende faktorer i sin kronik. Og den tidligere FN-diplomat Kishore Mahbubani har et forslag til en reform af FNs Sikkerhedsråd.

Den globale magtforskydning

Hvis verdens ledere griber den chance, der er opstået i kølvandet på borgerkrigen i Syrien, så ja. Vi kan være på vej mod en holdbar verdensfred – det synes klart mere sandsynligt end et totalt kollaps i det mindste. Den globale magtbalance har de sidste 20 år forskudt sig. Det er ikke længere vesten mod resten, og heri består chancen for at sige farvel til et uretfærdigt og et derfor dysfunktionelt internationalt system. Et system har først og fremmest, som Kishore Mahbubani skriver, varetaget vestens interesser, hvilket kun har kunnet lade sig gøre på grund af vestens økonomiske dominans. De tider er overstået og det er, som Pr. Barack Obama sagde til FNs generalforsamling i år, på tide at tænke nyt – og i øvrigt styre efter FNs grundlæggende formål, som er global fred.

De ændrede globale forhold er det første Pr. Rouhani gør opmærksom på i sin kronik: “The world has changed. International politics is no longer a zero-sum game but a multi-dimensional arena where cooperation and competition often occur simultaneously. Gone is the age of blood feuds. World leaders are expected to lead in turning threats into opportunities.”

Denne forskydning er veldokumenteret. Men for at der kan reformeres er det vigtigt, at verdens befolkninger og ledere indser, at nationale interesser ikke længere kan varetages i skarp konkurrence med hinanden. Det er det andet, Pr. Rouhani gør opmærksom på: ”In other words, win-win outcomes are not just favorable but also achievable. A zero-sum, Cold War mentality leads to everyone’s loss.”

En verdensfred kræver selvfølgelig mere, end en ny præsident i Iran. Det kræver reformer af det internationale system, særligt FNs sikkerhedsråd. Reformer, som på overfladen ikke ser ud til at være i vestens interesse: Vi må afstå indflydelse; eller rettere dele indflydelsen efter almindelige demokratiske principper. Og i det lange løb er det den holdbare løsning.

Syrien-konflikten synes at rumme de elementer, der kan få verdens ledere til omsider at indse dette og handle derefter. Og griber vi i vesten ikke chancen for at gøre verden til et mere retfærdigt, ender det måske med at være os selv, der får vredet armene rundt i internationale forhandlinger – eller bliver sendt helt uden for døren; af Indien, af Brasilien, af Nigeria og Sydafrika og af Kina.

Befolkningen i den vestlige kultursfære udgør kun 12% af verdens samlede, fortæller Mahbubani i et interview i The Economic Times. Og ”[E]very citizen has equal moral worth”, skriver Mahbubani; det er et grundlæggende demokratisk princip. Så er demokrati Asiens befolkning udgør således 55% af verdens samlede population. Vi kan også bare sige, at 88% af verdens befolkning er ikke-vestlige, men 60% af de permanente pladser i FNs sikkerhedsråds kontrolleres af repræsentanter for vesten; USA, England og Frankrig. Rusland og Kina har de sidste to ud af de 5 permanente pladser med vetoret. Sikkerhedsrådet afspejler så tydeligt gårsdagens verden – the Cold War mentality.

Således regeres verden af et mindretal – ikke ulig forholdene i verdens diktaturstater. Denne udemokratiske uretfærdighed bør laves om, og Mahbubani har et muligt forslag til en ny balance i Sikkerhedsrådet, hvilket jeg vender tilbage til.

Det tredje Pr. Rouhani peger på, er identitetsspørgsmålet. Det, Samuel P. Huntington i 1993 under betegnelsen civilisationer, markerede som fremtidens største konfliktårsag. Pr. Rouhani peger præcist på dette spøgelse i verdens konfliktzoner: “We must also pay attention to the issue of identity as a key driver of tension in, and beyond, the Middle East. At their core, the vicious battles in Iraq, Afghanistan and Syria are over the nature of those countries’ identities and their consequent roles in our region and the world.”
Identiteten ligger i det religiøse tilhørsforhold. Og udtalelsen er lige til de folk, der har misforstået eller forlæst sig på Huntington. Pr. Rouhanis fokus på identitet er en slet skjult opfordring til religiøs tolerance – i sin moderne form endnu en vestlig idé.

Det Dysfunktionelle Sikkerhedsråd

I det arabiske forårs jubeldage, kunne vi kun se skræmt og undrende på, Bashir Al Assads svar på den syriske befolknings krav om reformer, og i det lys var det kun naturligt, at man krævede Assads afgang som en del af løsningen. I tilbageblik var det en retorisk fejl, som også Barak Obama’s bemærkning om den røde linje kan hævdes at være.

Men den dybere årsag til passiviteten skal findes i det internationale samarbejdes dysfunktionelle institutioner. Helt præcist i FNs Sikkerhedsråd. Men det er også af denne dysfunktionalitet, at håbet om en fremtidig fred ligger. Ikke for syrerne, desværre, men for alle andre. Da Assad greb til kemiske våben, og Obama dernæst måtte tage sine ord om den røde linje alvorligt og begynde forberedelserne til et angreb på Syrien, stemte det engelske underhus nej til en intervention uden om FN. Obama mistede en vigtig allieret, og fandt dernæst tid til at høre kongressen om deres syn på sagen. I det tidsrum sprang Vladimir Putin til.

Ikke, som han siger, for at forsvare Assads styre, men for at bevare balancen i det internationale system. ”The potential strike by the United States against Syria, despite strong opposition from many countries and major political and religious leaders, including the pope, will result in more innocent victims and escalation, potentially spreading the conflict far beyond Syria’s borders. […] It could throw the entire system of international law and order out of balance.”

Det er ironisk, for det internationale system var ikke i balance før, og netop derfor kunne situationen i Syrien eskalere til det nuværende – for den syriske befolkning – håbløse niveau. Ubalancen i det internationale samfund var netop synlig i Ruslands og Irans alliance med Syrien – og Kinas passivitet. Vesten på den ene side og resten på den anden; eller rettere ortodokse og shiamuslimer på den ene side og vesten og sunnimuslimer på den anden side. Som det fremgår, er der ikke tale om rene civilisatoriske linjer i konflikten. Samtidig skulle den sino-ortodokse-shia-flanke på bekostning af den syriske befolkning endnu engang demonstrere overfor vesten, at vi ikke længere har styrke til at gribe ind på egen hånd. Og i modsætning til så mange gange tidligere, viste det sig denne gang at være sandt.

Det er desuden lettere ironisk, at det formodentlig var Obamas trussel om, at handle på egen hånd uden om FN, der fik Putin til at reagere, springe til i et forsøg på at redde samme system, han selv er med til at ødelægge. Og man må spørge sig selv om Putins udspil er seriøst.

Men under alle omstændigheder er Putin snublet så langt, at han får svært ved at trække i land. Informations mangeårige korrespondent i Beirut og forfatter til en bog om det arabiske forår, citerer 20/9 en anonym vestlig diplomat for at sige, at ”De to sider [USA og Rusland] er nået så langt i processen, at det vil indebære et tydeligt ansigtstab for begge at gå tilbage til veto-nulpunktet.” Og lad os være glade for det, uanset hvor lidt, vi bryder os om Putin.

Putins Rusland kan meget vel blive en af de større udfordringer for det globale samfund i fremtiden. Et verdenssamfund kan ikke stiltiende se til, mens Putin ligeså langsom kvæler det russiske civilsamfund og lovgiver i klar modstrid med menneskerettighederne. Det er et godt spørgsmål, om Putin snublede ind i løsningen af Syrienkonflikten af bare begejstring over det, han opfattede som Obama’s fejltagelser.

Rusland kan meget vel blive den største forhindring for et fornuftigt fremadrettet internationalt samarbejde. Det står helt åbent, om Putin forpligter sig samarbejde efter Syrienkonflikten. Putin har ingen selvstændig politik, blot en nationalisme der manifesterer sig i trods, han er ikke interesseret i demokrati, som Fukuyama for nyligt gjorde opmærksom på, og han skal næppe vente støtte fra sunnimuslimske nationer efter sin alliance med Assad. Hvad er egentlig den gamle KGB-mands vision for sit land? Er han ved at isolere sig selv. I så fald kan han kun komme ud af isolationen ved at deltage konstruktivt i det internationale samfund.

Once in a lifetime

Chancen for seriøse forandringer er her nu. Til at betænke fremtiden, og til at oprette en balance mellem verdens stormagter og skabe et bedre samarbejde mellem planetens befolkninger.

Det ligger ikke umiddelbart for at redde Syrien, men det ligger lige for at oprette institutioner, der tåler betegnelsen verdenssamfund. Og fokus skal være på at skabe et system, som i fremtiden vil være i stand til at forhindre, at en lignende konflikt eskalerer – det kunne være i Yemen, Al-Shahab i Somalia eller Nordkorea.

Irans atomprogram er umiddelbart den vigtigste konflikt at løse. Men bliver Iran en del af dette verdenssamfund har det ikke brug for atomvåben. En samlet (og inkluderende) front og ikke blot en tilfældig (og betalt) alliance mod Iran, vil gøre det enormt svært for Iran at vende tilbage til retorikken fra tiden under Pr. Mahmoud Ahmedinejad.

Det er et spørgsmål om anerkendelse. Den kontroversielle politolog Kenneth N. Waltz (1924-2013), var af den opfattelse, at Iran netop ville have bomben for at blive hørt, og var af den grund ikke nervøs for at landet skulle få den. Og hvad skal iranerne tænke, når de ikke må berige uran? Rouhani taler om deres ret til at forsvare sig, og det er vel rimeligt? Men i en venlig verden har iranerne ikke brug for atomvåben. De har olie, og hvis de formår at forsone sig med resten af verden kan den sælges, og de kan engagere sig i udviklingen af alternative energikilder og befolkningens livsvilkår. Det er ikke blot i Irans interesse, men i alles interesse.

Selvfølgelig er Pr. Rouhani nødt til at gå fra forsonende ord til egentlig handling, som Ray Takeyh kraftigt understreger. Og kommentatorer udtrykker berettiget skepsis over Rouhanis bagland. Irans øverste leder er trods alt Khamenei og ikke Rouhani. Men læs så denne lille opmuntrende analytiske passage af Fareed Zakaria fra Time Magazine:

”During the campaign, Rouhani vigorously attacked the most hard-line candidate in the race, Saeed Jalili – thought to be the favorite of the Supreme Leader – for being unable to come to an agreement with the international community and ease any of the sanctions arrayed against Iran. “It is good to have centrifuges running, provided people’s lives and livelihoods are also running,” he said in a debate, to great applause.”

Rouhani i sin tale til FNs Generalforsamling kritiserer andre nationer for at knægte diverse rettigheder, er han tilstrækkelig intelligent – det samme er Khamenei – til at forstå, at hans kritik tillige rammer hans eget land.

Vesten, det regerende mindretal

Heldigvis er hverken Iran eller Rusland ikke en stormagter (hvad kan Putin bruge sine atomvåben til?), og USA er ikke længere dominerende, men en vigtig magt blandt lige magter, som Fareed Zakaria har formuleret det i et interview med Clement Kjersgaard. Vesten kan ikke længere obstruere verdens gang, og hvis vi vil forhindre Kina eller andre magter i egenrådigt at bestemme verdens gang – eller blot drømme om det – så er samarbejde også i vores langsigtede interesse. Det kommer til at koste indflydelse, men på lang sigt vil det være en sejr for alle verdens befolkninger. Og hvem andre end de vestlige demokratiske lande har mere erfaring med produktive kompromiser? Hvorfor skulle et demokratiseret internationalt samarbejde ikke kunne fungere?

Jeg har været inde på den skæve fordeling i FNs Sikkerhedsråd, men urimelighederne stopper ikke der. Vestens 12% har 50% af stemmerne i henholdsvis Valutafonden og Verdensbanken, hvor lederne ydermere altid udgøres af europæere og amerikanere. Hvis man forsøger, at sætte sig i andre ikke-vestlige nationers sted, er det ikke mærkeligt, at der er lande, der forfalder til anti-amerikanisk og anti-vestlig retorik – og endog opruster mod vesten.

Mahbubani fortsætter hudfletningen af vestens anti-demokratisme i en knivskarp analyse den 11/9 i Financial Times: ”The G20 website boasts that its 20 members represent almost 90 per cent of the world’s gross domestic product and 65 per cent of the world’s population. At the end of the meeting, 10 G20 countries – representing 12 per cent of the world’s population – supported the American call for action [in Syria]. The maths is clear: 50 per cent of the world’s citizens, a vast majority of the G20 population, did not support the US.”

Tre gange 7 til den evige fred

Mahbubani kan mere end kritisere. Han har været i diplomatiet i 33 år, og har et forslag til en reform af FNs Sikkerhedsråd, hvor kun England og Frankrig bliver egentlige tabere. Detaljerne i forslaget kan læses i The Great Convergence. Der er ikke tale om det ideelle, men om noget, der måske ikke er helt umuligt, og jeg vil her til en afslutning blot viderebringe en grov skitse af forslaget.

Sikkerhedsrådet skal bestå af 7 permanente medlemmer: EU, USA, Kina, Indien, Rusland, Brasilien og Nigeria. 7 halvpermanente medlemmer, mere præcist en gruppe på omkring 28 lande, der konkurrerer om ansvaret. Det drejer sig om f.eks. Pakistan, der helt klart vil føle sig stødt over Indiens plads, Argentina og Mexico, der vil være fornærmede over Brasiliens plads og selvfølgelig Sydafrika, men også lande som Japan, Vietnam, Tyrkiet, Colombia, samt de store europæiske nationer, endskønt de er permanent repræsenterede via EU, vil være at finde i den gruppe. Det er lande, som alle har en tilstrækkelig størrelse til at kunne betale deres kontingent og stille med tropper og anden assistance til verdens brændpunkter. Endelig 7 lande, der vælges blandt resten af verdens småstater på samme måde som rådets nuværende 10 ikke-permanente pladser.

Med et sådant 7-7-7 Sikkerhedsråd får vi en bedre demokratisk fordeling af mandaterne og dermed større legitimitet, og hver region er permanent repræsenteret, hvilket burde stabilisere geopolitikken. De mellemstore lande skal ikke konkurrere med helt så mange for at få indflydelse, og de kommer oftere til fadet. Fordelen for de mindste nationer er, at de slipper for at konkurrere med de mellemstore.

Europas kriseramte befolkninger må besinde sig, og indse at en fredelig udvikling er afhængig af en fair fordeling af goder – og størstedelen af verdens befolkning har ikke råd til pensioner og årlige ferierejser, de har ikke fri adgang til hospitaler og de er ikke beskyttede mod arbejdsløshed. Som Mahbunani skriver i Why We – especially the West – Need the UN Development System, er den bedste beskyttelse af mindretal et lovbaseret styre. Derfor må vesten leve op til egne idealer om demokrati; hvert individ en stemme.

I en global økonomi, må der være lige adgang for alle – også dem, der lige nu kan lave flere ting billigere end os. Mange europæere og amerikanere tror, at statslige subsidier er vejen ud af krisen, men det er en blind vej. Hvis vi fortsætter ad den, er det ikke en selvfølge, at vi i fremtiden bliver inviteret med, når – ikke hvis – Asiens økonomier vokser sig større end vores. Det kan lige så vel hænde, at resten behandler os, som vesten har behandlet dem.

Griber vi chancen – altså alle verdens nationer – krænger os ud af gamle geopolitiske paradigmer og koldkrigsmentalitet, så kan konflikten i Syrien afstedkomme en verden forandret for altid. Vi kan komme nærmere de Forenede Nationers grundlæggende formål: En fredelig verden.
